STEM Leadership Development Project

The Quality Education for Minorities (QEM) Network has received a grant from the National Science Foundation in support of leadership development in Science, Technology, Engineering, and Mathematics (STEM) at the Nation’s Tribal Colleges. QEM’s project is designed to further the goals of the Foundation’s Tribal Colleges and Universities Program (TCUP). While the project’s proposed activities focus on Tribal Colleges due to the particular challenges they face, all institutions eligible for TCUP will be invited to participate in project activities.

QEM’s STEM Leadership Development Project emphasizes faculty professional development as a mechanism for building institutional capacity. Consequently, the project provides a range of activities tailored to meet the needs of Tribal Colleges while emphasizing strategies that might be incorporated in TCUP proposals submitted by Tribal Colleges and participating Alaska Native and Native Hawaiian institutions and subsequent grants.  Listed below are some of the 2008 TCUP workshops.

The Quality Education for Minorities (QEM) Network will be conducting a two-day workshop on Financial Management for TCUP Phase I or Phase II grantees on Friday-Saturday, November 7-8, 2008, at the Minneapolis Sofitel located in Bloomington, Minnesota at 5601 West 78th Street.



The workshop will focus on the nuts and bolts of the financial management of
multi-year NSF awards. It is the second financial workshop conducted by QEM
for TCUP grantees and is for TCUP grantee institutions that did not
participate in the first financial management workshop.

I am writing to invite your institution to register a two-person team for
this workshop that consists of the institution’s TCUP Principal
Investigator/Project Director and a member of the institution’s Budget
Office who is responsible for approving expenditures under the institution’s
TCUP multi-year award. While all current multi-year TCUP Phase I or Phase II
grantees that did not participate in the first workshop are strongly urged
to consider registering for the workshop, preference will be given to
grantees that have three or more years remaining in their TCUP Phase I or
Phase II grants and to institutions with less than three years of funding
remaining that feel they could benefit from this workshop.

The workshop can accommodate 10 two-person teams. It is being conducted to
help TCUP grantees ensure that (1) TCUP project funds are being spent
according to the approved grant budget and NSF policies; (2) appropriate and
easily retrievable documentation exists for all expenditures of grant funds;
and (3) grantees are aware of recent/pending changes in NSF policies
regarding grant management. QEM will cover travel and lodging expenses for
eligible team members participating in this workshop.

This is an early alert regarding a one-and a-half-day Student Professional
Development Workshop for advisors of STEM students at TCUP grantee
institutions. The workshop will focus on strategies the participants can use
to support/enhance the professional development of STEM students as they
move through their two-year/four-year undergraduate program toward graduate
study or a STEM-related career.

The two-day workshop, designed to accommodate approximately 25 participants,
will take place on Friday-Saturday, December 5-6, 2008, at the Minneapolis
Sofitel located in Bloomington, Minnesota at 5601 West 78th Street. We
invite your institution’s TCUP Principal Investigator/Chief Academic Officer
to use the attached registration/nomination form to recommend up to two STEM
faculty members from your institution for this workshop whose
responsibilities include advising students. The completed forms must be
received by the Friday, November 14, 2008 deadline. Early registrations are
welcomed.

The Quality Education for Minorities (QEM) Network has received support from the National Science Foundation (NSF)’s Tribal Colleges and Universities Program (TCUP) to offer a second STEM Leadership Development Institute (LDI) from August 2008-August 2009. The first LDI was offered August 2006-August 2007. The LDI is designed to support and encourage broader participation by Native American, Alaska Native, and Native Hawaiian faculty and staff in leadership roles of STEM projects at their home institutions. Participants in the three-part Leadership Institute come from Native American, Alaska Native-serving, and Native Hawaiian-serving institutions that have multi-year projects supported through NSF/TCUP. Thirty participants from 16 TCUP institutions have been selected as Cohort II participants in the 2008-2009 Institute.

SCHEDULE: The Institute will take place in three sessions between August  2008 and August  2009: a five-day workshop (Monday-Friday, August 4-8, 2008); a two-day workshop (Friday-Saturday, February 6-7, 2009); and a five-day workshop (Monday-Friday, August 3-7, 2009). Applicants must be fully committed to completing the three-part Institute and its associated requirements. Click here to view a topical outline of Session One.  During the Institute’s one-year timeframe, an on-going support system will exist for Cohort II members that will include mentoring, a Listserv, videoconferencing, and a Web-based information exchange site describing professional development opportunities.

LDI graduates will be prepared and expected to take a leadership role in the design, promotion, and management of new STEM Projects for their campuses and to provide enhanced support to the principal investigators and project directors of the TCUP projects at their institutions.


In 2006, QEM received support for the QEM/TCUP Leadership Development Institute Workshop Series, designed to support and encourage broader participation by Native American and Alaska Native faculty and staff in efforts to enhance STEM education at their home institutions. The Institute consisted of three sessions: Session I – a five-day Institute on August 21-25, 2006; Session II – a two-day follow-up workshop on February 2-3, 2007;  and Session III – a five-day Institute on August 6-10, 2007.

Other leadership development activities conducted include a Biology/Mathematics Faculty Workshop and aPlanning Grant Proposal Development Workshopheld in Minneapolis, MN. Annual Workshops focusing on curriculum, infrastructure, and/or faculty professional development are offered to prospective TCUP applicants, while Project Management Institutes provide support to current multi-year grant recipients related to project implementation. Professional development activities for Tribal College faculty and a workshop series for faculty who teach mathematics at tribal colleges with TCUP awards are designed to stimulate faculty growth and expand STEM teaching capacity. Materials to be produced include a “Best Practices” manual and a monograph on scholarly productivity. Collectively, these activities are designed to provide an intensive level of support for Tribal Colleges and Universities that is consistent with the goals of the TCUP program. INTERNSHIPS: The QEM TCUP Project also provides summer internships for students enrolled at TCUP institutions the opportunity to become familiar with science and science education policies and how they affect the education of American Indians and other Native Americans; and to learn about health disparities disproportionately affecting American Indians and other minority groups. During the internship, students who are pursuing a science- or engineering-related degree at a tribal college or university will have an opportunity to interact with program officers at NSF and other federal agencies who are involved in making science and education policies; visit a range of offices, museums, and other sites in the Washington, DC area; strengthen their communications and leadership skills; receive training on developing and conducting community outreach projects; and develop a peer network that includes students from across the country who are serving as summer interns in other QEM programs.

It is anticipated that the annual workshops, project implementation institutes, internships, and professional development activities will benefit participants well beyond the life of the grant through resource development and the enhancement of STEM faculty and students. Since the TCUP grants address substantive educational areas such as faculty development, curriculum enhancement, and undergraduate training and research experiences, this project has the potential for considerable impact on STEM educational experiences for Native American students nationwide. An External Advisory Committee of distinguished educational leaders, including leaders of T-CUP-eligible institutions, provides advice and overall guidance during the Project’s implementation. The most recent TCUP Advisory Committee meeting took place Saturday, December 1, 2007,  at Southwest Indian Polytechnic Institute (SIPI) in Albuquerque, NM.
