Angelyn Spaulding Flowers, Ph.D

Angelyn Spaulding Flowers, Ph.D. is a Professor of Criminal Justice, Program Director for the Crime, Justice, and Security Studies program, and Co-Director for the Institute for Public Safety & Justice at the University of the District of Columbia. Dr. Flowers combines a legal background with extensive experience in assisting government agencies and personnel in safeguarding their jurisdictions. She has over sixteen years of experience in law enforcement training, working with community-based organizations, and in homeland security efforts. Following 9/11, Dr. Flowers was called upon to develop a training program for the District of Columbia’s Protective Service Division on weapons of mass destruction. That program eventually grew to include personnel from the Federal Protective Division and the Washington Metropolitan Area Transportation Agency (WMATA). She has secured multiple grants during her tenure at UDC including the U.S. Department of Homeland Security 2007 competitive Training grant in the amount of $2.9 million.
