Public Policy, Legislation, and Communications
QEM recognizes the enormous potential of public policy to achieve
quality education for children and youth who have been historically
underserved by the educational system. Therefore, QEM seeks to bring
clarity and focus to issues of public policy as they affect these
children and youth by (1) serving as a credible resource for background
information and current thinking on educational issues and their
implications for minorities; (2) highlighting exemplary models that
demonstrate quality education at work; (3) keeping a constant focus
on the most critical issues through forums, conferences at the state
and national levels, issue papers, and reports; and (4) advocating
for the inclusion of minorities in the dialogue on educational issues,
particularly with parents in low-income communities. Our aim is
to create more effective policy as well as a vehicle for action
that leads to quality education for minorities. Specific strategies
include:
• CONFERENCES AND WORKSHOPS such
as the Annual Mathematics, Science, and Engineering (MSE) Network
Conference and various QEM MSE Technical Assistance Workshops
that bring together scientists and educators from across the country
to focus on strategies and exemplary models that work in providing
quality MSE education for minorities. The 15th Annual
QEM/MSE Network Conference took place
in Washington, DC, on February 24-25, 2006.
• MAJOR REPORTS that focus
on critical needs and offer comprehensive strategies for change,
including the following:
(1) Education that Works: An Action Plan for the
Education of Minorities (January 1990).
(2) Together We Can Make It Work: A National Agenda
to Provide Quality Education for Minorities in Mathematics, Science,
and Engineering (April 1992).
(3) Opening Unlocked Doors: A National
Agenda for Ensuring Quality Education for Children and Youth
in Low-income Public Housing and Other Low-income Residential
Communities (May 1993).
